WEST SUSSEX SCHOOLS AND YOUTH SAILING ASSOCIATION

CONSTITUTION

1. The name of the association shall be the West Sussex Schools and Youth Sailing Association and the burgee of the association shall be the West Sussex shield in blue with martlets on a white background.

2. The objectives of the Association shall be:

(a) To provide a vehicle for the social education and development of young people through sailing and seamanship.

(b) To co-ordinate sailing and other related activities.

(c) To encourage the development of sailing and other related activities in all West Sussex Schools and Youth Organisations.

(d) To promote and enter such competitions as the executive shall consider desirable.

(e) To stimulate public opinion in favour of these activities.

(f) To establish and maintain effective channels of communication to ensure all members are informed of courses and development.

3. The Association shall affiliate to the Royal Yachting Association and the National Schools Sailing Association.

4. Membership of the Association shall be open to all individual young people resident and in education in West Sussex, up to the age of 19, schools and youth organisations in West Sussex, or other educational organisations which have a sailing section. All to be subject to the approval of the Executive and payment of the annual fee pertaining at the time.

5. The Association may elect a President and Vice President at the Annual General Meeting together with the following Officers:

Commodore who shall be Chairman
Vice Commodore
Honorary Secretary
Honorary Treasurer

All to be elected annually at the Annual General Meeting and to hold office until the conclusion of the next Annual General Meeting.

6. The management of the Association shall be vested in an Executive Committee consisting of the officers of the Association together with five members elected at the Annual General Meeting who shall hold office for one year and shall be eligible for re-election. Any teacher, or leader from a member establishment or voluntary helper, shall be entitled to nominate or second one individual for election to the Committee. Any nominations must be in writing at least one month prior to the A.G.M. The Executive Committee shall have power to co-opt up to three members whose term shall also end at the next A.G.M. following their co-option but be renewable at the discretion of the Committee. The Centre Manager of Cobnor Activities Centre and the PE adviser of West Sussex Education Department and life members shall be co-opted as ex-officio members without voting rights.

7. An Annual General Meeting shall be held in October each year.

8. The Committee may call an extra General Meeting at 14 days notice if it has the written request of half the members or when specifically required.

9. The Treasurer shall keep and maintain the Association accounts which shall be audited and presented at the A.G.M.

10. Notice of any alterations or amendment to the rules shall be sent to the Secretary in writing by September 1st prior to the A.G.M. in October.

Such alterations or amendments proposed and seconded, shall be considered carried provided that there is a two-thirds majority of those present.

11. Should the West Sussex Schools and Youth Sailing Association disband at any future date, all assets remaining, after the payment of all just debts, shall be held by the Youth Service of West Sussex County Council for educational purposes through a youth organisation with similar aims or purpose as West Sussex Schools and Youth Sailing Association.
